European Commission Opens Investigation into Snapchat's Compliance with Child Protection Rules
Guardii Analysis
The U.K. communications regulator Ofcom announced in May 2026 that it had secured commitments from Instagram, Snapchat, and Roblox to introduce new anti-grooming measures and stricter protections for teenage users, following sustained public and private pressure under the Online Safety Act. Ofcom raised concerns that 84 percent of children aged eight to twelve are still using at least one major platform with a minimum age requirement of thirteen, naming YouTube, TikTok, Snapchat, Facebook, and Instagram among the services most widely accessed by underage children. The regulator stated that current online safety laws do not clearly require platforms to prevent underage access through stronger age checks, and wrote to the U.K. Government recommending that legislation may need strengthening in this area. Ofcom indicated it will continue monitoring implementation of the new protections and could take enforcement action against companies that fail to comply, including using new powers to independently inspect moderation systems, algorithms, and age-checking tools. In parallel, the European Commission opened a formal investigation on March 26, 2026, into Snapchat's compliance with child protection rules under EU regulation.
Blunt age-gating creates a binary access model that displaces compliant younger users to unmonitored spaces while doing little to interdict offenders who falsify credentials or migrate to platforms with weaker enforcement. Targeted detection addresses the underlying harm without those trade-offs by focusing on the conversational dynamics that define exploitation regardless of the declared age of the account holder. When a pattern consistent with grooming, sextortion, or coercion emerges in a child's direct messages, the system surfaces a child in crisis to a parent, school, or professional, enabling rapid escalation to the right authority in an emergency and blocking hostile contact before it reaches the target. Guardii operates across Instagram, Snapchat, Discord, Roblox, and other platforms, detecting sustained targeting, escalation, and coercion in real time and reporting the shape and seriousness of a conversation rather than handing anyone a feed of what was said, with detection modules for grooming, sextortion, CSAM including AI-generated material, age-inappropriate contact, cyberbullying, and acute-distress and suicide-risk signals. The approach complements regulatory enforcement by shifting the point of intervention from post-hoc account suspension to live threat interception.
