Senate approves stronger reporting requirements for AI-generated child sexual abuse material
Guardii Analysis
The Pennsylvania Senate voted unanimously on October 21, 2026 to approve House Bill 2474, which requires mandated reporters including teachers, childcare workers and healthcare providers to report all instances of child sexual abuse material they become aware of, including those produced by a minor and AI-generated material. The legislation, introduced in April 2026 and mirroring earlier Senate Bill 1050, responds to what sponsors described as a startling increase in AI-generated CSAM being created and shared, including troubling cases in school settings. The measure builds on Pennsylvania Act 125 of 2024 and Act 35 of 2025, which criminalised deepfakes and sexual deepfakes.
Mandatory reporting captures material after it has been created and circulated, when a teacher or clinician sees it. Detection at the point where the image is solicited, generated or first transmitted would shift intervention upstream. Real-time pattern recognition that identifies an account requesting intimate images from a minor, an adult sending AI-generated sexualised material to a child, or a peer coercing a classmate into producing an image enables a school, parent or platform to interrupt the sequence before reportable material is finalised. Guardii, backed by Startmate and a Meta Business Partner, combines anti-sextortion, anti-CSAM and AI-generated-abuse-material detection modules that flag the request itself as a threat pattern, surfacing the contact for professional triage at the moment of highest preventive leverage.
