National Anti-Bullying Framework refresh underway as schools seek clearer guidance
Guardii Analysis
The Australian Government has commenced a refresh of the National Framework for Values Education in Australian Schools, with particular focus on strengthening provisions around cyberbullying in response to requests from state education departments. The review follows representations from Queensland and Victorian education authorities seeking more prescriptive guidance on managing cross-platform harassment and the evidentiary threshold for disciplinary action when harmful conduct occurs outside school hours but affects the school environment. The refresh is being led by the Australian Student Wellbeing Framework working group and is expected to deliver draft recommendations by early 2027.
Targeted pattern-detection systems address the operational challenge at the centre of the review: determining when off-campus digital contact crosses into actionable harm. Guardii's anti-cyberbullying detection module identifies sustained targeting, escalation and coercion as they occur in direct-message conversations across Instagram, Snapchat, Discord, Roblox and other platforms, surfacing the severity and trajectory of an interaction to parents and schools without requiring them to monitor message content. By flagging hostile contact before it compounds and providing evidence of pattern rather than isolated remarks, the system equips schools with the clarity needed to intervene decisively within existing codes of conduct, whether the conduct occurs on or off campus.
