Portland Police Bureau detectives arrested Justin M. Jespersen, 29, on 15 April 2026, and booked him into the Multnomah County Detention Center on 13 counts of Encouraging Child Sexual Abuse in the First Degree and 13 counts in the Second Degree following a CyberTipline report on 30 March indicating he was distributing child sexual abuse material. During the investigation, detectives developed information that Jespersen was actively planning to sexually abuse a young child in the community; due to the immediacy of that threat, investigators arrested Jespersen to prevent potential harm.
This case exemplifies the operational gap Guardii closes: detection before distribution. Guardii's anti-CSAM detection module, integrated into direct-message channels across Instagram, Snapchat, Discord and Roblox, identifies CSAM sharing patterns—including solicitation and distribution signals—in real time, blocking the material before it reaches the recipient and automatically escalating to the National Center for Missing and Exploited Children and law enforcement when an active threat is detected, enabling rapid intervention to protect the child before an offender transitions from online distribution to contact abuse.
