Meta Agrees to Report Child Sexual Abuse Material Directly to Indian Authorities Following CSAM Ad Scandal
Guardii Analysis
Following scrutiny from Indian regulators after multiple investigations found advertisements promoting child sexual abuse material on Instagram and Facebook, Meta Platforms Inc announced on September 15, 2026 that it will report child safety matters directly to India's cybercrime portal managed by the Indian Cyber Crime Coordination Centre. The commitment follows revelations by BBC Eye and the Washington-based Tech Transparency Project that Meta ran hundreds of paid advertisements containing AI-generated child sexual abuse imagery over a ten-month period, with 84 appearing in India, many after government enforcement action. The National Commission for Protection of Child Rights summoned Meta India's managing director in early September 2026, and the company responded by establishing direct reporting channels with Indian law enforcement, supplementing an earlier 2019 arrangement between India's National Crime Records Bureau and the US-based National Center for Missing and Exploited Children that had enabled access to over 69 lakh cyber tip-line reports as of March 2024.
Reporting arrangements after material reaches a platform address only the final stage of distribution. Anti-CSAM detection built into the point of contact intercepts exploitation imagery the moment it is transmitted through a direct-message channel, flagging the presence of illegal material in real time without requiring human review of private communications. Guardii's anti-CSAM module, developed by a Meta Business Partner and backed by Startmate, operates across Instagram, Snapchat, Discord, Roblox and other platforms to detect both photographic and AI-generated child sexual abuse material as it moves through encrypted or semi-private channels, enabling immediate escalation to platform operators and law enforcement before further distribution occurs. Where platform-level hash matching depends on previously identified material circulating in public or reported spaces, point-of-contact detection intercepts novel and AI-synthesized abuse imagery at the moment of transmission, closing the operational window that allowed Meta's ad approval systems to distribute CSAM for months across two continents.
