Europol warns AI is accelerating child sexual exploitation at scale

Europol has issued a warning that generative artificial intelligence is being weaponised to produce child sexual abuse material at industrial scale, with offenders using AI tools to create realistic imagery, animate still photographs, and generate content tailored to specific ages and scenarios. The agency reports that AI is lowering the technical and psychological barriers to producing and distributing CSAM, enabling offenders with no prior technical skill to generate thousands of images, and complicating detection by producing content with no identifiable victim or existing digital fingerprint.
The industrialisation of synthetic abuse-material production shifts the locus of harm from the creation of imagery to its deployment in grooming and extortion, where AI-generated content is used to desensitise, blackmail and coerce child victims into producing real material or meeting offline. Anti-sextortion detection intercepts the coercive conversation at the point where an offender introduces explicit imagery, issues a threat or demands compliance, flagging the exchange to a parent or authority before the child is isolated or silenced, and enabling rapid escalation when a conversation exhibits the hallmarks of imminent physical harm, regardless of whether the predicate material was photographed or algorithmically generated.
