Victorian schools to implement real-time cyberbullying monitoring under updated policy

Guardii Analysis

The Victorian Department of Education has updated its student safety policy to mandate that all state secondary schools develop cyberbullying response protocols that include real-time monitoring capability by the end of Term 1, 2027. The directive, part of Victoria's response to the National Framework review, follows incidents in which students experienced sustained Instagram and Snapchat harassment that went undetected for weeks, and requires schools to either deploy technological detection tools or establish rapid-response reporting channels that notify staff within hours rather than days.

Backed by Startmate and operating as a Meta Business Partner, Guardii detects the shape and seriousness of direct-message conversations across Instagram, Snapchat, Discord, Roblox and other platforms, identifying cyberbullying patterns such as sustained targeting and escalation without handing school staff a feed of what students actually said. The system flags hostile contact before it reaches the target and surfaces a child experiencing acute distress to the school in real time, enabling the rapid escalation Victoria's updated policy now requires while preserving student privacy through pattern recognition rather than content surveillance.
