Victoria mandates cyberbullying training for all state school staff under revised framework

The Victorian Department of Education has announced mandatory cyberbullying recognition and response training for all state school teaching and wellbeing staff, to be completed by December 2026. The training modules, developed in partnership with the eSafety Commissioner, cover identification of online harassment, screenshot evidence preservation, trauma-informed communication with affected students, and escalation protocols for cases involving sexual imagery or criminal threats. The mandate forms part of Victoria's alignment with the revised National Framework for Protecting Australia's Children and follows a coronial recommendation from a 2025 inquest into a student suicide linked to sustained online abuse.

Training equips educators to respond once harm is disclosed, but most cyberbullying unfolds in private direct messages invisible to school oversight until a crisis forces disclosure. Detection systems that monitor the conversation layer in real time address this blind spot.
