UK regulator probes Meta over child safety risks in Instagram's 'Instants' feature

Guardii Analysis

UK communications regulator Ofcom launched a formal investigation into Meta on October 6, 2026, after the company released Instagram Instants, an ephemeral photo-sharing feature, in May without conducting a mandatory risk assessment for child safety as required under the Online Safety Act. The feature, which allows users to share disappearing photos saved in a private archive and mirrors functionality from Snapchat, raised concerns about potential grooming and exploitation risks to minors. Ofcom director George Lusty stated that significant platform changes must be risk-assessed before launch and emphasized that safety must be built in by design rather than added as an afterthought.

Detection at the point of first contact addresses exactly the gap that Ofcom is now enforcing through investigation. Guardii, a Meta Business Partner and world-leading AI safety platform, intercepts hostile, predatory or coercive contact in real time across Instagram, Snapchat, Discord and other platforms before it reaches the child, using pattern detection rather than monitoring message content. Its anti-grooming and anti-sextortion filters identify escalation, sustained targeting and age-inappropriate contact without requiring the platform to have completed a risk assessment first, and flag high-severity threats to a parent, school or appropriate authority within the conversation lifecycle. Where regulation compels platforms to predict harm before launch, targeted AI detection identifies and blocks it as it unfolds.
