The United Kingdom government announced in August 2024 that it will introduce amendments to the Criminal Justice Bill creating a new criminal offence for adults who take or manipulate indecent images of real children under 18 to create synthetic child sexual abuse material. The proposed legislation would carry a maximum penalty of life imprisonment and applies whether the perpetrator knows the child or not, closing a loophole in the existing law which covered only known children. The changes also extend to possessing so-called paedophile manuals or AI tools designed to generate child sexual abuse material.
