UK Online Safety Act: Ofcom Publishes Illegal Content Enforcement Guidance

Ofcom released final guidance on illegal content duties under the Online Safety Act, requiring platforms to prevent users from encountering child sexual exploitation and abuse material, implement proactive detection technologies, and maintain systems to identify and remove illegal content swiftly. The regulator specified that the largest services must deploy hash-matching and artificial intelligence classifiers to detect known and novel CSAM, with compliance assessments beginning in early 2025 and non-compliance penalties reaching up to ten percent of global annual revenue.
