Ofcom has released its final guidance on illegal content duties under the UK Online Safety Act, requiring platforms to assess and mitigate risks of child sexual exploitation and abuse material, including terrorism and fraud-related content. The guidance sets out how services must conduct risk assessments and implement systems to prevent users encountering illegal content, with priority offences including CSEA content, encouragement of self-harm, and fraud. The regulator will begin enforcement in December 2024, with platforms facing substantial fines for non-compliance.

Where regulatory frameworks impose duties to prevent exposure to harmful material, systems that identify coercive escalation, image-based abuse and exploitation in direct messages before they reach a child address the duty at source.
