UK Online Safety Act: Ofcom Publishes Child Safety Enforcement Protocols

Guardii Analysis

The UK communications regulator Ofcom released detailed guidance on how it will enforce child safety provisions under the Online Safety Act, including the use of age assurance, content moderation requirements, and transparency reporting obligations for platforms. The guidance clarifies that services must assess and mitigate risks of child sexual exploitation and abuse, including grooming and sharing of indecent images, with proportionate systems in place by early 2025. Ofcom retains powers to levy fines up to ten percent of global revenue and to pursue criminal sanctions against senior executives for non-compliance.

Mandating risk assessment and mitigation creates the regulatory imperative but does not itself deliver the detection capability platforms require to meet the duty. Real-time pattern recognition that identifies coercion, sustained targeting and escalation across direct-message threads enables platforms to satisfy the substantive obligation without manual review of every conversation: Guardii's anti-grooming and anti-sextortion modules flag hostile or manipulative contact as it develops, providing the evidential basis for intervention and the audit trail regulators will scrutinise. A Meta Business Partner with deployment across Instagram, Snapchat, Discord and Roblox, Guardii translates the statutory standard into operational protection at the point of contact.
