UK Online Safety Act enforcement begins with Ofcom codes and illegal content duties

The United Kingdom's communications regulator Ofcom published its first codes of practice under the Online Safety Act in late September 2024, setting binding requirements for platforms to prevent children from encountering illegal content including child sexual abuse material and to deploy age-assurance measures. The regulator announced that services failing to comply face fines of up to ten percent of global revenue, with enforcement powers taking effect immediately for the illegal content provisions.

Regulatory codes that require platforms to prevent exposure to CSAM create compliance obligations that demand technical capability to detect and block such material in real time.
