UK Online Safety Act Designates Cyberflashing a Priority Harm, Mandating Platform Detection and Blocking from January 2026
Guardii Analysis
Ofcom designated cyberflashing as a priority harm under the UK Online Safety Act from January 2026, requiring platforms to assess the likelihood of users encountering unsolicited sexual images and implement preventative and proportionate measures guided by Ofcom's Codes of Practice. The regulator has signalled continued implementation and enforcement activity throughout 2026 with further provisions becoming live and additional supervisory tools planned.
Blocking hostile image-based contact before it reaches the target is central to the operational requirement Ofcom now enforces. Guardii detects and flags sexually explicit or coercive imagery sent to children or women in real time, intercepting cyberflashing, sextortion attempts and child sexual abuse material distribution at the moment of transmission across Instagram, Snapchat, Discord and other messaging environments. The system identifies image-based abuse through pattern recognition and surfaces the incident to a safeguarding professional or platform moderator, enabling rapid escalation and compliance with the harm-mitigation duties the Online Safety Act imposes on service providers.
