UK Home Office launches AI safety institute focused on child protection online

The UK Home Office on 9 September announced the creation of an AI Safety Institute for Child Protection, tasked with developing evaluation frameworks, technical standards and guidance for the deployment of artificial intelligence in detecting online child sexual exploitation and abuse. The institute will work with technology companies, regulators and law enforcement to assess the effectiveness of AI-driven content moderation and detection tools, establish benchmarks for the identification of grooming behaviour and child sexual abuse material including AI-generated imagery, and provide independent assurance of safety technologies. Initial funding of £10 million has been allocated, with the institute expected to publish its first set of technical recommendations in early 2025.
Standards for detection must account not only for the identification of known material but for the recognition of harm as it develops in conversation. Guardii, backed by Startmate and a Meta Business Partner, deploys real-time pattern-recognition across Instagram, Snapchat, Discord and Roblox to surface grooming, sextortion and child sexual abuse material in direct messages, reporting the seriousness and trajectory of an exchange rather than its content.
