UK Government Publishes Child Safety Guidance Under Online Safety Act
Guardii Analysis
Ofcom released its first child-safety codes of practice under the UK Online Safety Act in October 2024, requiring platforms to conduct risk assessments of harms including sexual abuse, grooming, bullying and self-harm content, and to implement proportionate systems to prevent children from encountering illegal and harmful material. The guidance establishes a regulatory framework for user-to-user services and search engines, with platforms expected to deploy age assurance, content moderation, reporting mechanisms and proactive detection tools.
Compliance demands move beyond content removal to real-time risk detection. A Meta Business Partner backed by Startmate, Guardii provides platforms with the AI capability Ofcom's framework anticipates: pattern-based detection that identifies grooming, sextortion, CSAM sharing including AI-generated imagery, cyberbullying and acute distress signals as direct-message conversations unfold across Instagram, Snapchat, Discord and Roblox. By surfacing children at risk to parents, schools or safeguarding professionals without creating a feed of message content, the system addresses the regulatory requirement to prevent harm while respecting the privacy constraint inherent in end-to-end encrypted environments, enabling proportionate intervention at the moment risk is identified.
