UK Government Announces Ban on Nudification Apps Following IWF Campaign and New Data

The UK Government announced plans to outlaw AI apps that digitally remove clothing or nudify subjects of photographs, following an Internet Watch Foundation campaign and new data showing 19 percent of confirmed reports of nude or sexual imagery of children and young people made to the UK's Report Remove helpline involved imagery digitally altered or manipulated, including with AI or nudification apps. The new offense will ban nudification tools so that those who profit from them or enable their use will face criminal penalties. The announcement is part of the Government's Violence Against Women and Girls strategy and builds on existing protections under the Online Safety Act 2023, which made sharing or threatening to share non-consensual intimate images a criminal offense, and the Data Use and Access Act 2025, which criminalized the creation of such images as well as requesting their creation. The ban directly targets companies that develop or supply the tools, holding them accountable for enabling the exploitation of children.

Where bans address supply, detection addresses demand and effect. The UK's legislative framework now criminalizes creation, sharing and the provision of tools; Guardii closes the interval between tool use and victim harm, addressing the abuse the IWF data documents at the point of contact rather than after circulation and reporting.
