Stronger Together: How Child Helplines, Online Platforms and CSAM Reporting Services Can Better Protect Children Online

Guardii Analysis

Child Helpline International released on 13 October 2026 a multi-stakeholder research report examining collaboration between child helplines, online platforms and CSAM reporting services across 42 countries. Drawing on a survey of 43 child helplines and interviews with representatives from Roblox, Discord, Snapchat and the Tech Coalition, the report documents the operational gap when a child who has been harmed online seeks to file a report to the platform where the harm occurred but lacks the capacity or agency to navigate platform reporting systems independently. The research found that Africa-based child helplines are beginning to collaborate with online platforms but that legislative frameworks relevant to child online safety in the region lag furthest behind, while Europe has the most developed ecosystem of child online protection hotlines supported by strong platform accountability legal frameworks.

Helplines receive disclosures after harm has occurred and a child or parent seeks external support; the window for prevention has already closed. Guardii, backed by Startmate and operating as a world-leading AI safety platform, shifts the intervention point to the conversation itself. Its detection architecture, deployed by schools, sports organisations and child-safety agencies, monitors direct messages across the platforms named in the Child Helpline International study, Instagram, Snapchat, Discord and Roblox among them, surfacing sustained targeting, escalation and coercion as the exchange unfolds rather than waiting for a traumatised child to self-report through fragmented platform mechanisms days or weeks later. When the system detects a grooming or sextortion pattern, it places the evidence of conversational harm directly in the hands of the adult or agency with duty of care, the parent, the school safeguarding officer or the national helpline partner, enabling the coordinated platform-helpline response the report calls for but anchoring it at the point of acute risk rather than post-incident triage.
