Spanish police arrest 25 in operation targeting AI child abuse imagery network

Spain's National Police announced on 27 September 2024 the arrest of 25 individuals across the country in a coordinated operation targeting a network that created and distributed AI-generated child sexual abuse material, with officers seizing computers, mobile devices and hard drives containing tens of thousands of synthetic images produced using commercially available generative artificial-intelligence tools. The investigation, which spanned multiple regions including Madrid, Catalonia and Andalusia, identified suspects who had used nudification applications to alter photographs of real children sourced from social media and family albums, then shared the resulting material through encrypted messaging groups, marking one of the largest enforcement actions to date focused specifically on AI-enabled child exploitation.
Disrupting distribution networks through arrest is a critical enforcement tool, but it is reactive by design: the material has already been created, the child's image already manipulated, and the content already in circulation.
