Senate introduces three bills targeting sextortion; NCMEC reports 23,593 financial sextortion reports in first half of 2025

Senate Judiciary Committee Chairman Dick Durbin and Ranking Member Chuck Grassley held a hearing on protecting children online, revealing that in the first six months of 2025 alone, the National Center for Missing and Exploited Children received 23,593 financial sextortion CyberTips, compared to just 139 in all of 2021. NCMEC also identified a doubling of sadistic online exploitation reports, receiving 1,093 reports of offenders who direct real-time torture, encourage escalating violence, and groom children to produce CSAM and self-harm videos in the first six months of 2025, double the number from the same period in 2024. Following the hearing, Senators Grassley and Durbin introduced three bills empowering prosecutors to fight sextortion.
Sextortion escalates through identifiable conversational stages: rapport building, requests for images presented as reciprocal or harmless, followed by threats once material is obtained.
