Philippine Senate Passes SAGIP BATA Act Criminalizing Online Grooming and Coercion Into Violent Extremism

The Philippine Senate approved on third and final reading on September 21, 2026 Senate Bill 1819, the Safeguarding Against Grooming, Inducement and Predation, and Building Accountability for Technology Facilitated Abuse or Exploitation Act, with 17 affirmative votes and no objection. The legislation, which follows three fatal school shootings since June 2026, expands beyond sexual abuse to criminalize online recruitment, coercion or inducement of children into serious violent acts, including through nihilistic violent extremism networks that Philippine authorities including the Department of Justice, Philippine National Police and Senate have linked to the rise in school violence. The bill identifies grooming indicators such as asking children to keep relationships secret, moving conversations from public to private channels, offering gifts or money in exchange for engagement or silence, and isolating children from family or peers, with penalties of reclusion temporal to reclusion perpetua and fines from one to five million pesos, escalating if the child commits the violent act. The Senate vote follows House approval in June 2026 of House Bill 9461, the Child Online Safety and Protection Act, which criminalizes AI-generated abuse material, deepfakes, grooming, sextortion and livestreamed exploitation with penalties up to life imprisonment.

Legislation that criminalizes grooming after a pattern of contact has been established, documented and presented to a prosecutor addresses harm retrospectively.
