Pennsylvania Bill Requiring Mandated Reporter Notification for AI-Generated CSAM Heads to Governor

Guardii Analysis

Pennsylvania House Bill 2474, which requires mandated reporters to immediately notify law enforcement when they become aware of suspected child sexual abuse material involving artificial intelligence-generated deepfake images, received final unanimous approval from the General Assembly on October 23, 2026, and is headed to the governor. The legislation, prompted by incidents in Bucks and Lancaster counties involving students who used artificial intelligence to create sexually explicit images of classmates, is intended to prevent reporting delays that can allow sexually explicit material involving children to continue circulating and additional victims to be targeted. The House approved the bill 201 to 0 in May, and the Senate approved an amended version, which the House concurred with by a vote of 203 to 0.

Mandatory reporting addresses institutional delay but does not prevent the initial creation or distribution of AI-generated CSAM among students, and the gap between the first share and the mandated-reporter notification allows the image to reach dozens of additional recipients. Real-time anti-CSAM detection intercepts the image at the point of sending, blocking delivery to the intended victim and flagging the sender to school administrators before a teacher or counselor becomes aware of the incident through a student report. Guardii's detection architecture, deployed as a safety layer on Instagram, Snapchat, Discord, Roblox, and other platforms, identifies AI-generated and manipulated child sexual abuse material in direct messages, prevents the message from reaching the recipient, and escalates immediately to the school or parent account, compressing the response window from days to minutes and ensuring that law enforcement receives notice with the digital evidence intact.
