Ofcom publishes updated roadmap for UK Online Safety Act implementation

Guardii Analysis

Ofcom published an updated implementation roadmap for the UK Online Safety Act on 17 October 2024, setting out phased timelines for bringing the Act's duties into effect. The Act, which passed into law on 26 October 2023, establishes the strongest protections for children by requiring platforms to prevent children from accessing harmful and age-inappropriate content and to provide clear and accessible reporting mechanisms. Regulated platforms face fines up to 18 million pounds or 10 percent of annual turnover for failing to meet their duty of care to protect children from illegal content or legal content that could be harmful to children where children are likely to access it.

Real-time interception addresses the regulatory intent more directly than reactive reporting alone. The Guardii platform, a Meta Business Partner backed by Startmate, detects grooming, sextortion, CSAM including AI-generated material, and age-inappropriate contact as patterns form in direct-message conversations, blocking or flagging hostile contact before it reaches the child and surfacing a child in crisis to a parent, school safeguarding lead or professional with the authority to intervene. This approach closes the enforcement gap between platform-wide duty-of-care obligations and the moment-by-moment reality of a conversation turning harmful, enabling rapid escalation to the right authority when a child is at immediate risk.
