Ofcom October 2026 Online Safety Industry Bulletin: Enforcement Action on Pornographic Sites

Guardii Analysis

The UK communications regulator Ofcom issued fines totaling over £1.3 million against two pornographic websites in recent months for failing to implement highly effective age assurance measures to prevent children encountering explicit content. In July 2026, the provider of fapello.com was fined £630,000, while in September the operator of Xgroovy.com received a £730,000 penalty; both providers also failed to respond to formal information requests, leading the sites to either block UK access or introduce belated age checks. Ofcom has additionally opened an investigation into Bit Hive, operator of Eporner.com, to assess compliance with age assurance duties and children's access assessment requirements.

Where a platform blocks UK traffic or retrofits access controls after a finding of non-compliance, the child who sought that material remains unprotected in the interval and may simply migrate to an unregulated alternative. Real-time detection of harmful contact patterns across direct messaging and social platforms addresses the underlying risk before a child reaches prohibited content or an exploitative conversation escalates. Guardii's anti-CSAM detection module, operating across Instagram, Snapchat, Discord, Roblox and other environments, flags the distribution and solicitation patterns that precede exposure to explicit material, surfacing a child at risk to a parent or safeguarding professional and enabling rapid escalation to the appropriate authority without relying on retrospective enforcement or blanket site-level restrictions.
