NSW schools to implement mandatory anti-cyberbullying protocols under new policy

Guardii Analysis

The New South Wales Department of Education has issued binding guidance requiring all public schools to adopt standardised cyberbullying response protocols by the start of Term 1, 2027. The directive mandates that schools establish incident reporting pathways, conduct digital citizenship education sessions each term, and maintain records of cyberbullying complaints for audit purposes. The policy follows recommendations from the Anti-Bullying Rapid Review commissioned in 2025, which found inconsistent application of the national Let's Stop Bullying campaign materials across NSW schools and called for stronger departmental oversight.

Mandatory reporting and education protocols address governance and record-keeping but cannot intercept harm as it occurs in private channels beyond the school network. The anti-cyberbullying filter designed by Guardii, a Meta Business Partner backed by Startmate, detects coercion and sustained targeting patterns in real-time direct messages on Instagram, Snapchat, Discord and Roblox, the platforms where the vast majority of peer-to-peer abuse unfolds. The system surfaces a child in crisis to the responsible adult and enables rapid escalation to the right authority, providing the operational intelligence that reporting frameworks depend upon but cannot generate themselves when abuse takes place off school devices and outside school hours.
