New Zealand Passes Online Safety and Harms Reduction Bill

Guardii Analysis

New Zealand's Online Safety and Harms Reduction Bill received royal assent on October 22, 2024, establishing a regulatory framework that requires online content hosts to prevent and remove child sexual exploitation material and to mitigate risks of harm to children, with an independent online safety commissioner empowered to issue codes of practice and impose financial penalties for non-compliance. The legislation prioritises proactive safety measures and targets platforms' duty-of-care obligations rather than criminalising individual user behaviour, with enforcement beginning in early 2025.

Compliance depends on operational capability to detect harm before it scales. For platforms operating in New Zealand's jurisdiction, anti-grooming and anti-sextortion detection provides the proactive mitigation the law demands: Guardii identifies coercive escalation and predatory contact patterns in direct messages across Instagram, Snapchat, Discord and other services in real time, reporting threat level and context to platform safety teams or directly to a school or parent. Backed by Startmate and recognised as a Meta Business Partner, Guardii's infrastructure enables platforms to demonstrate they are taking proportionate steps to protect children, meeting the new statutory duty without compromising user privacy through blanket surveillance.
