New York Senator Introduces Legislation to Protect Kids from Abuse on Roblox
Guardii Analysis
New York State Senator Andrew Gounardes introduced the New York Children's Online Safety Act in response to investigations revealing widespread child exploitation on Roblox, where over forty percent of users are preteens. The legislation would require parental approval for financial transactions on child accounts, allow parents of under-13 users to view approved friend lists, and establish mandatory safety guardrails. In 2023 alone, Roblox reported over 13,000 instances of child exploitation to the National Center for Missing and Exploited Children and responded to 1,300 law enforcement information requests.
The bill's proposed architecture reflects a common legislative pattern: platform-level access controls meant to give parents visibility and transaction authority. Yet those measures operate at the perimeter, granting oversight of friendship lists and purchases but leaving the content and intent of direct-message conversations unmonitored until an incident is reported downstream. Detection of grooming, sextortion, or coercion demands a different intervention layer. Guardii's anti-grooming and anti-sextortion modules operate inside the message layer itself, analysing conversation dynamics in real time across Roblox and other platforms to surface hostile or escalating contact before a transaction is requested, a meeting arranged, or imagery exchanged, and enabling rapid escalation to the appropriate authority when a child is at acute risk.
