New York Attorney General Publishes SAFE For Kids Act Guidance, Law to Take Effect January 2027

On July 29, 2026, the New York Attorney General published the implementing guidance for the SAFE For Kids Act, meaning the law will take effect on January 25, 2027. In a separate development, New York Governor Hochul signed the Safe By Design Act into law on May 26, 2026, which differs from an earlier Senate proposal by limiting its scope to direct messaging features and access to artificial intelligence chatbots rather than disabling open chat functions by default for minors; that law will take effect on January 1, 2027.
Age-gating access and restricting features by default reduce exposure but do not address the harm when a minor does gain access or when an offender shifts to a compliant or unmonitored platform. Detection at the conversational level intercepts grooming, sextortion and CSAM exchange regardless of which features are enabled or which age the user declared, identifying the coercion, sustained targeting and escalation that characterise predatory contact.
