NCMEC Reports 158% Surge in Online Enticement, 323% Rise in Child Sex Trafficking Following REPORT Act Expansion

Guardii Analysis

The National Center for Missing and Exploited Children released 2025 CyberTipline data showing a 158 percent increase in online enticement reports and a 323 percent increase in child sex trafficking reports compared to 2024. NCMEC attributes the surge primarily to the 2024 enactment of the REPORT Act, which expanded mandatory reporting requirements to compel electronic service providers, including social media companies, to report instances of online enticement and child sex trafficking in the same manner as child sexual abuse material. In 2025, NCMEC received more than 21 million reports containing 61.8 million images, videos, and other files related to child sexual exploitation incidents, with over 1.5 million involving the use of generative artificial intelligence. The data reflects not a sudden epidemic but rather the unveiling of harms that were occurring but going unreported under the previous narrower disclosure regime.

The reported volumes confirm what behavioral detection has long demonstrated: trafficking and enticement unfold through sustained conversational coercion, not single-frame content violations. Guardii's anti-grooming and anti-sextortion filters monitor direct-message exchanges across Instagram, Snapchat, Discord, Roblox, and other platforms for the escalation patterns, isolation tactics, and coercive language characteristic of online enticement and trafficking contact, flagging the trajectory of a conversation before a child is compelled to create or share exploitative material. Where platform reporting under the REPORT Act captures evidence after harm has occurred, real-time pattern recognition intercepts the grooming sequence at the point of contact, surfacing a child at acute risk to a parent, school counselor, or law enforcement without requiring the child to complete the predator's demand. Guardii provides the operational layer that translates the statutory reporting mandate into preventive action.
