Minnesota First State to Ban Nudification Services, Creating Civil Liability for App Operators

Minnesota House File 1606 became the first state law in the United States to prohibit the operation of nudification services, taking effect August 1, 2026. Representative Jess Hanson cited a 26,000 percent increase in the use of AI material to create child sexual abuse material as a driver for the bipartisan legislation, which passed the Minnesota House 132 to 1.
