Minnesota Becomes First U.S. State to Ban Access to Nudification Technology

Guardii Analysis

Minnesota enacted the first state ban on nudification technology in the United States, effective 1 August 2026. The law prohibits anyone who owns or controls a website, application, software, program or other service from allowing a user to access, download or use that service to nudify an image or video, or to nudify on behalf of a user; it also prohibits advertising or promoting any service that nudifies a video or image. The bill passed the Minnesota House on a 132-1 bipartisan vote after Representative Jess Hanson cited a 26,000 percent increase in the use of AI material to create child sexual abuse material.

Banning the supply of nudification services addresses the upstream distribution of tools but does not intercept the harm once a clothed image has already been taken from social media or a school website. Real-time monitoring intercepts the creation or sharing of nudified or AI-generated abuse material in the direct-message layer where the abuse occurs, before the image reaches its target or spreads further. Guardii, a world-leading AI online-safety platform and Meta Business Partner backed by Startmate, deploys anti-CSAM and anti-sextortion detection modules that flag both photographic and synthetic sexually explicit imagery of minors in children's direct messages across Instagram, Snapchat, Discord, Roblox and other platforms, blocking hostile contact at the point of first approach and escalating to parents, schools or law enforcement when a child is in immediate danger. A supply-side ban is a necessary legal step; detection at the point of contact is the operational complement that delivers protection in real time.
