Kennedy, Cornyn, Blumenthal, Lee introduce ENFORCE Act to combat AI-generated child sexual abuse material

Guardii Analysis

On 23 October 2025, U.S. Senators Kennedy, Cornyn, Blumenthal and Lee introduced the ENFORCE Act, which would subject child predators who use generative artificial intelligence to create or distribute child sexual abuse material to the same laws and penalties as criminals who create or distribute other forms of CSAM. Senator Blumenthal stated that AI-generated child sexual abuse material haunts young people across the country, and that the legislation is critically needed to combat the scourge of online child sexual abuse. While current law, including the Kennedy-backed TAKE IT DOWN Act, provides some protection, the ENFORCE Act would update outdated definitions and enhance federal enforcement policies, ensuring that law enforcement can prosecute offenders to the fullest extent of the law.

Detection of AI-generated CSAM at the point of distribution provides an operational complement to criminal enforcement. Guardii's AI-generated CSAM detection module, including its deepfake capability, monitors direct-message conversations in real time across Instagram, Snapchat, Discord, Roblox and other platforms, blocking or flagging material before it reaches the target child and reporting the shape and seriousness of a conversation rather than handing anyone a feed of what was said. By surfacing distribution attempts to a parent, school or professional and enabling rapid escalation to the right authority, the system addresses the creation and circulation of AI-generated abuse material before additional children are victimised, detecting threat patterns that criminal prosecution can only address after harm has occurred.
