Japan's Ministry of Internal Affairs and Communications is advancing draft regulations that would require adult content websites to implement age verification mechanisms, preventing minors from accessing pornographic material online. The proposal follows growing concern among lawmakers and child protection advocates about the ease with which children can encounter explicit content, and would make Japan one of several jurisdictions worldwide mandating technical age checks for adult sites.
Mandating age verification at the gateway to adult sites addresses one vector of exposure but leaves unmonitored the direct-message channels where minors are groomed, coerced into sharing sexual images, and targeted with CSAM.
