Ireland's Coimisiún na Meán Publishes Child Safety Codes Under Online Safety Act

Guardii Analysis

Ireland's Online Safety Commissioner, Coimisiún na Meán, has published binding Online Safety Codes requiring video-sharing platforms and other designated services to implement systems that protect children from harmful content, including child sexual abuse material, grooming and cyberbullying. The codes mandate risk assessments, transparent reporting mechanisms, and the deployment of technology to detect and remove illegal and harmful material, with particular emphasis on services that allow user uploads and direct messaging. Platforms that fail to comply face administrative sanctions and financial penalties, and the regulator has signalled that it will conduct audits and require evidence of effective implementation.

Compliance audits measure process, not protection. A platform can document its risk assessment, publish its transparency report and still permit a predator to reach a child in a direct message that no scan or audit will see until it is reported, if it is reported at all. Real-time pattern detection changes the equation: Guardii, backed by Startmate and operating as a Meta Business Partner, deploys grooming, CSAM and cyberbullying detection across Instagram, Discord, Snapchat, Roblox and other messaging environments, analysing conversations for coercion, escalation and exploitation as they happen, blocking harmful contact before it reaches the target and flagging high-risk incidents to the responsible adult or authority, addressing the duty of care the Irish codes now require.
