Ireland's Coimisiún na Meán fines TikTok €345 million for child data violations

Guardii Analysis

Ireland's Data Protection Commission announced on 20 September 2024 a €345 million fine against TikTok for violations of the General Data Protection Regulation related to the processing of children's personal data between July and December 2020, finding that the platform defaulted child accounts to public settings, failed to obtain valid parental consent for users under 13, and did not adequately assess risks to children in its algorithmic recommendation systems. The decision, which follows a two-year inquiry, requires TikTok to bring its data-processing practices into compliance within three months.

Enforcement after the fact addresses governance failures but does not intercept harm in progress. Where Guardii's anti-grooming and anti-sextortion filters monitor direct-message exchanges for predatory patterns, escalation and image-sharing coercion in real time across platforms, a child subject to targeting is surfaced to a parent or professional before contact succeeds, and a platform receives an alert that allows blocking or escalation to law enforcement without retrospective audit, reducing both the incidence of abuse and the compliance risk that follows from inadequate protection.
