Ireland Adopts Final Online Safety Code with Binding Child Protection Rules for Video-Sharing Platforms
Guardii Analysis
Ireland's media regulator Coimisiún na Meán adopted its final Online Safety Code on October 21, 2024, establishing the first legally binding content moderation and child safety obligations for designated video-sharing platform services operating in the jurisdiction. The Code mandates age-appropriate design, content classification systems, and complaint mechanisms, with platform compliance assessments scheduled between October 2024 and July 2025 under the framework established by Ireland's implementation of the EU Audiovisual Media Services Directive.
Mandatory age verification and design requirements address access but displace rather than eliminate contact-based harm. Guardii operates at the point of threat rather than at the platform perimeter: its real-time direct-message monitoring detects grooming, sextortion, and escalating coercion as conversations unfold, regardless of whether a child accessed the service through a compliant age gate or migrated to an unregulated channel. A blanket access restriction may reduce a platform's user base; targeted detection surfaces the child actually under approach by an adult offender, enabling a safeguarding response calibrated to the seriousness of the threat and rapid escalation to the appropriate Irish authority when the pattern indicates imminent harm. The measure shifts enforcement burden onto platforms; the mechanism that actually protects the individual child is the one that recognises an abusive conversation in progress.
