Instagram, Facebook remain high-risk under Indonesia's child-protection rules

Indonesia's Communications and Digital Affairs Minister Meutya Hafid announced on October 8, 2026, that Meta's Instagram and Facebook remain classified as high-risk platforms under Government Regulation No. 17 of 2025, known as PP TUNAS, despite the introduction of Teen Account safety features. After six months of implementation, Meta reported blocking approximately 184,000 accounts belonging to users under 16 and migrating 22.5 million accounts to Teen Account protections, while TikTok disabled around nine million accounts. The government is developing clearer indicators across seven risk categories including harmful content, unsafe interactions, addiction, security and mental health, and is awaiting Meta's report on child-safety measures for Threads while planning to strengthen protections against emerging AI-related risks.

Age-gating and account migration reduce access for compliant children but do not address the risk that prompted the high-risk classification: harmful interactions that occur within permitted accounts. When 22.5 million accounts are moved to a protected mode, the question becomes what that mode detects. Guardii addresses unsafe interactions, one of Indonesia's seven risk categories, by identifying grooming, sextortion, cyberbullying, age-inappropriate contact and coercion within the direct-message layer in real time. Where PP TUNAS classifies platforms by risk and mandates account protections, Guardii detects and interrupts the actual harms—sustained targeting, escalation, manipulation—that create the risk in the first instance.
