Governor Kelly Signs Caleb's Law to Strengthen Protections Against Sexual Extortion

Kansas Governor Laura Kelly signed House Bill 2537, known as Caleb's Law, on April 6, 2026, expanding and strengthening state law to better combat sexual extortion and protect victims. The legislation is named after Caleb Moore, a 14-year-old from El Dorado, Kansas, who died by suicide after being targeted by an online sextortion scheme, and aims to provide law enforcement with enhanced tools to prosecute offenders and support survivors in an increasingly digital threat environment.

Legislation that criminalises sextortion is a necessary foundation, but it addresses harm only after a child has already been coerced into producing explicit material and threatened into silence. Detection technology that intercepts the coercion itself changes the operating picture. Guardii's anti-sextortion filter analyses the structure of a conversation in real time, recognising patterns of manipulation, escalating demands and threats before a child complies or shares an image, and surfaces the exchange to a parent or safeguarding professional while the predator can still be blocked and the child protected from the acute distress that legislation alone, however well drafted, cannot prevent.
