Federal government launches Anti-Bullying Rapid Review amid rising cyberbullying concerns

Guardii Analysis

The federal government has launched an Anti-Bullying Rapid Review to examine the adequacy of current school bullying policies and the National Safe Schools Framework, with Education Minister Jason Clare announcing that the review will assess how well existing measures address both traditional bullying and emerging forms of online harassment. The review follows growing pressure from parents and advocacy groups who report that cyberbullying has intensified as children spend more time on social media platforms, and findings are expected to inform updates to the National Framework that has been in place since 2011.

Framework reviews identify systemic gaps but cannot themselves intercept the harms they document. The operational challenge is detection at scale across the fragmented messaging landscape where cyberbullying occurs: a child targeted on Instagram may be coerced on Snapchat and doxed on Discord, often beyond the visibility of any single institution. Guardii's cross-platform detection architecture, developed in partnership with Meta and backed by Startmate, monitors direct-message conversations for the behavioural signatures of sustained harassment, escalation and acute distress, reporting the pattern and severity to the parent or school without requiring anyone to read the underlying messages. This approach addresses the harm itself rather than relying on delayed disclosure or retrospective investigation.
