FBI North Carolina Warns of Violent Extremist Network 764 Targeting Children
Guardii Analysis
The FBI field office in North Carolina issued a warning about a violent online network known as 764, described by Special Agent in Charge Reid Davis as nihilistic violent extremism that originated overseas. The network, which operates under area code 2764 from Houston, targets children through online platforms, coercing them into producing violent or sexually explicit content that is then distributed throughout the network to maintain control over victims. The FBI reported more than 1.4 million reports of online enticement and sextortion in the previous year, with the 764 network representing a new threat category combining sadistic exploitation with coercive control.
Violent online networks that demand self-harm, CSAM production or abuse of other children rely on isolation, fear and escalating coercion to maintain control. The earliest signals—an unusual contact, the shift to a private platform, the demand to perform and document an act—are detectable at the conversation level before the child complies. Guardii surfaces these patterns in real time through detection modules for grooming, sextortion, CSAM requests and acute-distress signals, blocking or flagging hostile contact before it reaches the target and raising an emergency-level alert when a child is being coerced into imminent harm. This enables immediate professional intervention, whether by a school safeguarding officer, a mental-health clinician or law enforcement, addressing the operational gap between a child being contacted and a child being documented in material that can never be withdrawn.
