Europol Report: Surge in AI Nudification Tools Targeting Minors Across Messaging Platforms

Guardii Analysis

Europol's European Cybercrime Centre released a threat assessment on September 8 documenting a 400 percent increase in reports of AI nudification tools used to create non-consensual intimate images of minors over the past twelve months, with the majority of incidents involving peer-to-peer sharing on messaging platforms including Snapchat, Instagram, Discord and Telegram. The report identifies a shift from web-based nudification services to mobile applications and integrated bots, notes that 73 percent of reported victims are aged 13 to 16, and highlights the use of manipulated images in sextortion schemes, with perpetrators threatening distribution unless further explicit material is provided. Europol calls for cross-border cooperation and deployment of detection technologies capable of identifying both synthetic content and the coercive communication patterns that accompany its distribution.

The operational challenge documented by Europol—nudified imagery weaponised within sextortion campaigns on messaging platforms—sits beyond the reach of platform-level content moderation that acts only after material is reported or flagged by hash databases. Guardii's anti-sextortion detection module identifies the coercive escalation, the threat of distribution, and the demand for additional material that characterise these schemes, intervening before a child complies or the harm escalates. Cross-platform coverage across Instagram, Snapchat, Discord and Roblox ensures that detection moves with the conversation rather than being confined to a single service, addressing the displacement dynamic that Europol describes. Where the threat is a novel synthetic image paired with a familiar extortion tactic, pattern-based detection that assesses the conversation rather than relying on image recognition alone provides the first line of defence.
