Europol has coordinated a multi-country law enforcement operation resulting in 70 arrests and the safeguarding of 34 children across Europe, targeting an organized network distributing child sexual abuse material via encrypted messaging platforms and dark web forums. The operation, involving 15 member states and supported by the United States, identified offenders using advanced encryption and peer-to-peer distribution methods to evade detection. Investigators seized over 1.2 million images and videos, and the operation revealed increasing use of AI tools to generate and modify illegal imagery.
Encrypted networks and dark web forums represent the endpoint of offender migration; by the time illegal material reaches those channels, harm has already occurred and distribution is entrenched.
