Europol announces 38 arrests in international child sexual abuse operation

Europol announced on 13 September 2024 that a coordinated operation across 15 European countries resulted in 38 arrests and the safeguarding of 34 children in connection with online child sexual abuse and the distribution of CSAM. The operation, supported by Europol's European Cybercrime Centre, targeted offenders who used encrypted messaging applications and peer-to-peer file-sharing networks to exchange illegal material, with law enforcement agencies in Germany, France, Spain and the Netherlands reporting the largest number of arrests. Investigators stated that the operation was initiated following intelligence derived from platform referrals and cross-border information sharing, and emphasised the ongoing challenge of detecting abuse on encrypted and decentralised communication channels.
Law enforcement relies on rapid escalation when abuse is detected, but the gap lies in the initial identification of harm on platforms where end-to-end encryption or peer-to-peer architecture limits centralised monitoring. Guardii's CSAM detection module, which includes recognition of AI-generated and deepfake child sexual abuse material, operates at the point of contact within direct-message streams, flagging distribution and solicitation patterns without requiring platforms to decrypt content or hand investigators a feed of private conversations, and routing urgent referrals to the appropriate national authority for immediate action.
