European Commission Publishes Child Sexual Abuse Regulation Draft Technical Standards

The European Commission has released draft technical standards under the proposed Child Sexual Abuse Regulation, specifying how providers of hosting and interpersonal communications services must implement detection, reporting and removal measures for child sexual abuse material and grooming. The standards require detection technologies to meet thresholds for accuracy, transparency and fundamental rights protection, and mandate that detection systems be capable of identifying both known CSAM through hash-matching and previously unknown material and grooming patterns through behavioural analysis.
