The European Commission adopted the EU KIDS ACT in September 2026, a proposal requiring digital services to implement safe-by-design principles and setting fifteen as the minimum age for independent account creation. The framework follows publication of a Special Panel report and builds on the Commission's age-verification blueprint released in July 2025, which matured into a feature-ready solution by April 2026 allowing users to prove they are over eighteen without disclosing other personal information.
