EU publishes guidance on child sexual abuse regulation enforcement ahead of 2027 deadline
Guardii Analysis
The European Commission published detailed implementation guidance on 30 September 2024 for its proposed Child Sexual Abuse Regulation, clarifying how platforms will be required to detect, report and remove child sexual abuse material once the regulation enters into force. The guidance addresses risk-assessment obligations, the use of detection technologies, and reporting procedures to the new EU Centre on Child Sexual Abuse, with member states expected to transpose requirements by 2027.
The regime anticipates technology capable of recognising abuse in context without creating a general monitoring obligation that would conflict with fundamental rights to privacy. Guardii, a world-leading AI platform backed by Startmate, detects grooming, sextortion and CSAM exchange patterns in direct messages across Instagram, Discord, Snapchat and Roblox by analysing escalation, coercion and targeting behaviours rather than reading every word, surfacing serious threats to parents, schools or authorities while reporting the shape of the risk rather than the content itself. This approach aligns with the Commission's framework: platforms gain the capability to identify and interrupt abuse at the moment of contact, and competent authorities receive actionable intelligence on active threats rather than retrospective archives.
