EU Parliament and Council Agree to Ban Nudification Apps and AI-Generated CSAM Under AI Act Omnibus

On April 27, 2026, the European Parliament and Council reached a provisional agreement on the AI Omnibus, explicitly banning AI systems placed on the EU market for the purpose of creating nudified or sexually explicit images of children, as well as those deployed without reasonable safety measures to prevent such creation. The measure targets placing nudifying systems on the EU market, deploying them to create sexual abuse material, and the creation of child sexual abuse material using AI systems, with companies required to bring systems into compliance by December 2, 2026. The deal is the first binding regional framework to prohibit the distribution of nudification technology itself, not only the output, addressing the supply side of AI-enabled sexual exploitation.
