EU Bans Nudification Apps and AI-Generated CSAM Under Digital Omnibus to AI Act

The European Union reached a provisional agreement in May 2026 to amend the AI Act through the Digital Omnibus package, introducing a new prohibition on nudifier applications that generate sexually explicit content without consent and on systems that generate child sexual abuse material. The ban takes effect December 2, 2026, with no grandfathering for existing systems, and violators face fines up to 15 million euros or 3 percent of global annual turnover. The measure targets AI systems that manipulate images to create non-consensual intimate imagery and fully synthetic CSAM, addressing what EU lawmakers identified as a critical gap in the original AI Act.

Detecting abuse patterns before synthetic images reach a child requires monitoring the conversation leading to their creation and distribution, not retrospective content scanning.
