Education Ministers agree to reframe National Framework for Addressing Bullying in Australian Schools

On 20 February 2026, Education Ministers agreed to the Implementation Plan for the Anti-Bullying Rapid Review and reframed the principles-based national standard to become the National Framework for Addressing Bullying in Australian Schools, requiring all education sectors and schools to embed the Framework's expectations in their policies and procedures by Term 1 2027 and make those policies publicly available. The Framework expects schools to make reasonable efforts to initiate a response to observed or reported bullying within two school days, including immediate actions such as contacting parents, initiating safety measures, providing wellbeing support, and making reports to police where required, with the Implementation Plan to be periodically reviewed as work progresses.

Published policy frameworks establish what schools are expected to do when bullying is reported; they do not address the structural gap between when harm begins and when a student feels safe enough to disclose it.
